My Lord,

I have the honour to forward for the signification of His Majesty's pleasure an Ordinance entitled "An Ordinance further to amend The Magistrates Ordinance, 1890, and to effect certain other amendments in the Criminal Law".

A report by the Attorney-General, explaining the measure in detail, is annexed.

The provisions for the prohibition of expectoration in public places, contained in Section 8, have met with considerable opposition from the Chinese Community, the ground of their objection being given at length in a petition signed by a very large number of the leading Chinese Merchants, a copy of which I enclose.

I enclose also a report of the proceedings of the Legislative Council in respect of the third reading of the Bill, and the debates at its second reading.
